[Html-widget] default action is '/' ??

I found that ->action(' ') worked for the few browers I tested, but it's a hack and the html spec is not clear on the canonical way for a useragent to handle this.  I'll be the first to test it when the old behavior is put back.  Actually, would you like me to submit a test for this?

It was changed to not set a default action, so it looks like that was
accidentally reverted in a later update.
I'm not sure whether to blame myself or someone else at the moment, as
I'm at a public terminal and can't look at the repository.
