[Number-phone] Number::Phone 3.0006 released

Aleksandr Panteleymonov has provided many small bugfixes over the last 
month for problems that affected, amongst others, numbers in Russia, the 
Dutch territories in the Caribbean, some French overseas departments, 
and Svalbard.

I have also corrected a rather embarrassing confusion of Georgia and 
South Georgia. One has wine and phones, the other has penguins and 
probably no phones, given that it only has a transitory population of 
scientists; but whatever it has it's definitely not +995!

And of course it contains an updated database of UK number allocations.
