[Number-phone] New Number::Phone release

Version 3.0008 is on its way to the CPAN.

Changes since the previous release:

* data updates from OFCOM and Google;
* better handling of non-ASCII area names

behind the scenes, all changes now get automatically tested on an old 
and a new version of perl using Travis. It's a bit unreliable because 
Travis doesn't always successfully run the build scripts if OFCOM's web 
servers are slow, but it should help prevent any accidental introduction 
of stuff that only works on modern perl:

and it should also cope with some changes introduced recently in 
ExtUtils::MakeMaker (reported as a comment in issue 37 above).
