[Number-phone] Number::Phone 3.0007 on its way to the CPAN

No-one reported any problems with the data produced by the new OFCOM 
parser, so the next version of Number::Phone is now on its way to the 
CPAN. The only significant changes are:

* updated data imported from libphonenumber and OFCOM;
* new policy of approximately quarterly updates

So you can expect the next release to be around about the first half of 
June.
