[Number-phone] Number::Phone 3.0012 released

Number::Phone 3.0012 is on its way to the CPAN.

As well as the usual data updates it includes:

* updated dialling prefixes in Number::Phone::Country;
* +44 3 numbers have 'is_specialrate' set;
* stubs now use libphonenumber data for is_specialrate instead
   of just returning undef;
* fix a bug where Number::Phone::Country would get re-set to
   'UK' mode

This release is outside of the normal quarterly release cycle because of 
https://github.com/DrHyde/perl-modules-Number-Phone/issues/50. That's 
possibly not completely fixed, depending on how correct libphonenumber 
turns out to be, but it is at least an improvement.
