[Number-phone] Number::Phone 3.3000 released

Number::Phone 3.3000 is now on its way to the CPAN.
Changes include:
* added an is_drama() method so you can tell if a number is reserved
for use in fiction;
* NANP modules know about is_tollfree, is_specialrate and is_personal;
* bug fixes for weird edge cases where a country uses part of another
country's number range, eg Kazakhstan
* minor doco and code coverage improvements
* data updates
The next release will be around about the beginning of March 2017 unless
any serious bugs are reported and fixed before then.
