[Number-phone] Number::Phone 3.1 released

Number::Phone version 3.1 is on its way to the CPAN. As well as the 
usual data updates this version includes a new 'format_using()' method 
that will let you write and use custom formatters for phone numbers. 
Although the implementation is different this was prompted by Michael 
Schout's PR https://github.com/DrHyde/perl-modules-Number-Phone/pull/56.

If you write a customer formatter, I encourage you to upload it to the 
CPAN. You will need to declare a dependency on Number::Phone version 3.1 
or higher.
