[Number-phone] Number::Phone 3.4000 released

Version 3.4000 of Number::Phone is on its way to the CPAN. Significant 
changes from the previous release are:

* N::P::Country now reports XK instead of KOS for Kosovo numbers. This
   is because the world seems to have coalesced on using XK in the
   absence of an official ISO 3166 country code. This is liable to
   change when ISO 3166 is updated;
* +383 was assigned to Kosovo and is apparently in use, but no number
   plan has been published. I have decided to temporarily have it return
   is_valid == 1 for all +383 numbers instead of undef even though undef
   is "more correct". This will change as soon as libphonenumber
   includes data for Kosovo.

Both of these are liable to change in the future.

Other than that the only changes are data updates.
