[Number-phone] Number::Phone 3.4003 released

Number::Phone 3.4003 has been a bit delayed but is now on its way to the 
CPAN.

As well as the usual data updates it includes some bugfixes (for UK 
"protected" number ranges, for countries that don't have area codes, and 
for countries that have unusual ways of representing numbers); a couple 
of extra formatters; a new 'format_for_country' method which uses those 
formatters; and a small change to improve compatibility with 
libphonenumber for those countries where libphonenumber lists identical 
validators for fixed lines and mobiles.

For most of those changes thanks are due to Matthew Somerville.

The next release is scheduled for the beginning of March.
