[Number-phone] Number::Phone 3.6001 released

Number::Phone 3.6001 is on its way to the CPAN.

The only changes from the previous release are data:

* updates from libphonenumber and OFCOM;
* added some new US overlay codes (not all of which are yet in use);
* Inmarsat's regional codes +871 to +874 have been decommissioned and
   handed back to the ITU for re-allocation.
