[Number-phone] Number::Phone 3.6000 released

This version contains the usual data updates and some small bug-fixes 
for how UK and Channel Islands numbers reserved for use in drama are 
handled.

The big change, as mentioned a while ago on this mailing list, is that 
areaname()s are now multi-lingual where data are available, and will pay 
attention to your locale settings.
