[Number-phone] Number::Phone 3.8002 released

Number::Phone 3.8002 is on its way to the CPAN. As well as the usual 
data updates, this release contains two small bugfixes:

* Makefile.PL no longer consumes arguments that it doesn't know about
   but which would normally be handled by EU::MM, such as INSTALLDIRS;

* Databases are now explicitly opened read-only so you can use it on
   a read-only filesystem such as in a Docker container.
