[Number-phone] Bugfix: Number::Phone 3.9001 is on its way to the CPAN

Version 3.9000 had a bug in it, which affected the ...->format() method 
for any country where libphonenumber doesn't have formatting data - for 
those countries you would get the empty string.

3.9001 fixes that, restoring the old behaviour where you get the country 
code and a bunch of digits without fancy formatting, ie +CC 123456.
