[Number-phone] Number::Phone 4.0000 released

Version 4.0000 of Number::Phone is on its way to the CPAN.

The big change for this release is that perls with 32-bit integers are 
no longer supported. In exchange, the distribution is now *much* 
smaller, and so more friendly towards running in cheap ephemeral containers.

Otherwise, the only changes are data updates, including several new area 
codes allocated in the NANP.
