[Perl-org-patches] Update links on dev.perl.org/perl6/

Hi,

the attached patch changes some links on dev.perl.org/perl6/.
pugscode.org hasn't been carrying any Perl 6 news in years, and
parrot.org usually has nothing Perl 6 related either.

I've also removed the sentence "There is no current release schedule for
Perl 6." because we have at least release schedules for a Perl 6 compiler.
