A file per list would be a little crazy -- a file per group of lists ("dbi lists") maybe.

Although -- the file is so big that it seems pretty unlikely you'd get conflicts other than maybe additions at the bottom, so just having it as is should be okay for now.  Make patches with 'git svn' to webmaster@ and Leo and Robert will change the repository when it's too much hassle to deal with the patches.  :-)
