That does raise the barrier-to-entry of contributing, plus introduces 
delayed gratification, and the "send us a patch" page doesn't say where 
to send it.  Also, validate.pl requires JSON from the CPAN, which 
requires a working CPAN and none of that is mentioned in the 
instructions.

I think it needs a simple online submission form or something to compete 
with the usability of the wiki.  Otherwise, why not keep the list only 
on the wiki where everyone can maintain it?
