I think the error message tells you Template::Plugin::XML::RSS, doesn't 
it?  If not, we should see about adjusting that error message.

Once you have that installed, you'll get the different error which is 
just that the .rss files don't exist.  I think they are created with 
curl and a cron job.

Aside:  I'm thinking modernperlbooks might be a better rss feed than 
perl.com at the moment.
