[Xml-compile] XML::Compile::SOAP 2.03

Hi,

I have just installed XML::Compile 1.03, XML::Compile::Cache 0.91
and XML::Compile::SOAP 2.03 and tested them against a few typical 
workloads of our application.

Thanks for fixing the HTTP/500 issue in XML::Compile::SOAP - it works
now out of the box.

(The UTF8 issue in SOAPHTTP calls remains, but this is a separate thread 
- and we know how to work around it)
