[Xml-compile] XML::Compile::Cache 0.90 [MINOR]

Greetz,

XML::Compile::Cache is a very useful layer on top of XML::Compile::Schema.
See various examples on top of ::Cache in the Geo::* namespace.  Also
the XML::Compile::SOAP 2.00 implementation uses it.

  Fixes:

  - be more careful that opt_* flags may be passed as either ARRAY or
    HASH.

  Improvements:

  - template: accept prefixed types.

  - accept prefixes in type-based hooks, for compile(),
    template() and addHook().

  - prefixes() accepts HASH and ARRAY as well
