[Xml-compile] SSL read timeout - can we increase the timeout?

This configuration is quite deep in the structure. Probably, you need
to initialize quite a few steps explicitly, not using the defaults.

You start with explicitly creating a XML::Compile::Transport::SOAPHTTP
to get access to the LWP::UserAgent.  Do you know it from there?
