[Xml-compile] XML::Compile::SOAP::WSA and more updates

Greetz,

The first attempt to implement WSA (Web Service Addressing) got
released as XML::Compile::SOAP::WSA.

Together with that, an update for
   XML::Compile and
   XML::Compile::SOAP.
with minor changes (for the average user)
