[Xml-compile] PSGI backend for XML::Compile::Daemon

Hello,

I prepared the new PSGI backend for XML::Compile::Daemon.

It allows to run SOAP server as a part of larger PSGI application
(mixing webservice with standard webserver) or to integrate with
existing event loop framework (AnyEvent, Coro, POE).

XML::Compile::Daemon::PSGI acts as a standard Plack::Component. The
documentation is added with also some nice example.

Please feel free to include it to XML:Compile::Daemon distribution. I
can also spawn separate package if you want.
