[Xml-compile] Updated XML::Compile::*, get wsdl-soap.xsd does not exist error

I did a reinstall of SOAP 3.07 and WSDL11 3.03 and the file is now present.
Down the rabbit hole on this one...  It may have to do with the introduction
the XML-Compile-WSDL11 module...
