[Catalyst] Standalone Install Package?

It's a start. There's nothing special in here. Just a quick and dirty
thought on win32. It would need a shell script for other platforms to
get path/perllib/perl5lib set if you don't expect the user to do it, or
know how.

I'll start layering plugins and such into this to get as close to
Bundle/Task as possible.

All in all, even if it's not the final solution, it just made someones
life at trying Catalyst a whole lot easier.
