[Catalyst] Standalone Install Package?

Haha. Since Cat only needs HTML::Entities and doesn't specify a version,
 HTML::Parser 2.25 appears to work and is non-xs. TT view is in.

So, from an unzip it and go standpoint, what are the import things to
have working?
