[Catalyst] ModPerl 1.99 problem

I upgraded ActivePerl to the latest version (5.8.7 build 813) and 
installed mod_perl 2.0

Now in startup.pl I can say

use CGI::Cookie;

and apache2.0.54 starts without a problem.
