[Catalyst] [Announce] Catalyst 5.51

What is the *best* (or closest to you guys) cpan mirror to use for
catalyst? Just out of interest..

Also does cpan have an upgrade command (ala apt-get -fu dist-upgrade)?

It's for a new server that we just installed 5.3 catalyst, and want to
get all packages at a 5.51 level before deployment
