[Catalyst] Second preview release of Catalyst::Engine::Apache

To correspond with the 5.49_02 release, I've released version 0.99001 of 
Catalyst::Engine::Apache.  This release has significant bug fixes, 
especially for mod_perl >= 1.99.

Changes:
         - Fixed return value from handler to use the correct
           Apache::Const or Apache2::Const value rather than a numeric
           value.
         - Fixed query param handling.
         - Added automated tests using Apache::Test.
