This, and the error I noticed in your first post...
Warning: Your \.cpan\sources\modules\02packages.details.txt.gz does
not contain a Line-Count header.

Suggests to me that either the ftp transfer is failing, or the gunzip
is failing.
I use gzip.exe and tar.exe from unxutils.sf.net, I have set cpan.pm to
prefer them over Compress:Gzip and Archive::Tar (I think there's a
setting for that in CPAN/Config.pm, anyway)

I think you need to go into the .cpan folder and investigate whether
cpan.pm's doing it's job right
