[Catalyst] Easier catalyst installation

perl -MCPAN -e "shell" setup finds my http_proxy and ftp_proxy
settings...but LWP flat out refuses to use them... so the ftp returns
garbage...

This is what I have CatInABox. I got tired of wasting time on problem
after problem with AS perl in anything but the most perfect installation
scenarios.
