The problem as I see it with CGI is that it causes use-o-phobia -
people become scared of reusing code because it causes longer load
times.

Any reasonably sized application, with N parts factored out to
modules will be slow - unless the cgi *script* has a clear intent on
staying small this becomes a burden later.
