Then it might even be worth.

Many people out there are using CGI::Application in CGI enviroment (for
production use), mainly because they're in shared hosting. Having a
Catalyst which performs like - or nearly like - CGI::Application would
be, I think, a good mean to attract new users to Catalyst.
