[Catalyst] Can't find 'Catalyst::Plugin::SessionStateTest'

Actually, what you really need is an answer to (iii):

Why is my cpan mirror fucked?

This was resolved *ages* ago. Try making CPAN.pm use 
http://cpan.shadowcatprojects.net/ and if the problems still persist shout and 
we'll have a poke.
