[Catalyst] old versions of Catalyst on CPAN

Certainly, the confusing part is the indexing of the old documentation.
In conversation with sri, it appears his real concern is that he's
utilizing the CPAN links to old versions, and isn't interesting in
breaking them all.  

Would a possible workaround be to just release a new Catalyst package,
with just a simple dependency on the latest Catalyst-Runtime and
Catalyst-Devel?  I'm not clear on how the CPAN indexer works, but
something to that effect should appease all parties involved here.
