[Catalyst] ANNOUNCE: Catalyst 5.63 released

I tried an install using the latest Cygwin, and it dies in the 
Module::Build::Base module.  A similar error to what was reported by 
Matt Trout on the 10th of Jan.  But the patch suggested appears to have 
already been applied.

I've noticed recently lots of problems with Module::Install and other 
related bits during our installations.  Is this pilot error or is anyone 
else running into Module::Install pain?
