Latest YAML has Done Things to Module::Build - that may be your problem.
I'm currently unable to build DBIx::Class dists because it fails to create
META.yml (sigh).

I was able to install the 5.63 release on cygwin just fine - but I already
had the requisite Module::Build-based stuff installed.
