Ok, this discussion has to end now, we will remove YAML support from  
the core dist, and there will be no replacement.
Use plugins like Catalyst::Plugin::Config::YAML instead (or the soon  
to be released Catalyst::Plugin::ConfigLoader).

Note that if you continue using YAML it will break PAR support, there  
is not much we can do about it. (I tried to debug Spiffy but it's a  
nightmare...)
