You could try adding some more information to

http://rt.cpan.org/Ticket/Display.html?id=17642

so the maintainer has a better chance of fixing it.

I prefer to consider it "an easy way to get an enviormnent that doesn't suck
under windows". But then I'm an fvwm2 addict, so YMMV :)
