[Catalyst] Obtaining better application speed during development

Bluefeet had some luck with Apache::Restart - it was broken before
due to Class::DBI specific issues, and thus normally not used with
Catalyst, but with DBIx::Class it seems to work OK.

Maybe there is a similar thing for fastcgi?
