[Catalyst] Patch for Catalyst::Log::Log4perl ; add watch_delay option

Howdy folks,

Attached is a patch for Catalyst::Log::Log4perl which adds a watch_delay
option to check for config file changes every $watch_delay seconds and
reload the config if applicable.  Uses log4perl's init_and_watch()  
method.

Diffed against svn r3753.
