[Catalyst] Catalyst and UTF-8

It work putting the "on_connect_do" and "SET NAMES 'utf8'" and "SET
CHARACTER SET 'utf8'". Thanks to Jon, Maoa and Bradom.

I noticed that if I am using the UTF8Columns in a Result Class, this will
not work and the data will still be iso-8859-1. I need to remove UTF8Columns
to work.
