For an app of mine I have the following bits in httpd.conf:

     <IfModule mod_perl.c>
         <Perl>
             use lib qw(/home/httpd/perl/PDFJoin/lib);
         </Perl>
         PerlModule PDFJoin
         <Location /pdfjoin>
                 SetHandler perl-script
                 PerlResponseHandler PDFJoin
         </Location>
     </IfModule>
