[Catalyst] "Connection reset by peer" when using CPAN do download Catalyst

Hi Jorge,

Thanks for taking the time to reply.

I googled the most obvious things long before contacting the mailing lists.
Those posts are over two years old.

It may be a network issue, but it's occuring on multiple networks and the
only things effected are CPAN and it's kin. CPAN has 220 open issues, so
it's not perfect.
