[DBD-SQLite] DBD::SQLite 1.20 is out, what to do next

There is some pressure from the non-English folks to get the Unicode
problems (which were a bit big to fix in 1.20) fixed first, before we
do the Amalgamation change.

I'm inclined to agree with them on this.
