[DBD-SQLite] test file 3 failure around todo (was Re: updating bundled SQLite to latest)

I'm not using the System Perl, but my own that I compiled using all the default 
config settings, followed by a CPAN/CPANPLUS install of DBI latest.

Anyway, I now see that I'm not alone with this specific problem.  These 2 CPAN 
Testers reports for 1.19_02 each have exactly the same result as me, and on very 
different platforms from my Mac OS X 10.5.6:

On a tangent, a note from abroad shows the RDBO test suite is working over
