[DBIx-Class-Devel] Pull Request: topic/docs-pod-inherit

The topic/docfixes_pending branch is ready.  Some notes:

I know why I was confused with add_to_$rel: it needed a split.  They
are essentially two different functions, so they need two different
method references.

I was right about [ $val ].  It worked as-is, but $val didn't.
Regardless, this fixes both branches.

Oh, and it looks like MetaCPAN ain't doing the PODs right, at least in
regards with file prioritization.  More on that later...
