[DBIx-Class-Devel] Carp::Skip Progress

Ok, so I spoke with matt and Carp::Skip is probably a go.  So the plan
at this point is:

1) Actually rename it to Carp::Skip instead of Carp::Outside
2) switch it to using exported subs instead of methods, to avoid
   namespace clutter
3) Put DBIC and SQLA on top
4) Profit

I can prob do 1 and 2 fairly quickly; I seem to recall having trouble
geting one of the tests to work at all.  I'll shoot another email if
that is still the case.  I'll proceed with 3 once riba ++'s my work.
