[Dbix-class] Test::DBIC needs to be core, not a copy+paste from core

Aside from the obvious from mst, ++ for the thought and following it.
I've oft found the same desire for an official DBIC Test chunk that does
the whole t/var/deploy/populate since I have some version of that in
most of my modules, including:

  Handel
  Mango
  D::C::I::Currency
  D::C::Validation
  D::C::UUIDColumns
