[Dbix-class] PROPOSAL: Removing bootstrap phase

As per GOVERNANCE[1], to allow for a new release to DBIx::Class, we will
need to remove the bootstrap notice in the GOVERNANCE file.

This proposal is to merge the
people/TBSliver/Governance-Bootstrap-Removal[2] branch into master, thus
removing the bootstrap phrase and allowing releases etc. to continue.

As per GOVERNANCE, this requires someone to second this proposal, before
voting can be initiated.
